To achieve this position, a person would need to be highly trained and qualified, probably with a Microsoft Database certification, and have significant in-house experience in order to qualify for this position.
If you're looking to retrain to start building a database career, an appropriate starter certification would be the MCDST (Microsoft Certified Desktop Support Technician).
This will get you into a job, which will help you to understand how operating systems and software are used commercially. To progress your career you'll also need to learn about the database language known as SQL. The most widely recognised training for this is SQL Server training in MCTS (from Microsoft).
Running a database management system is a highly skilled job. Although not strictly concerned with the design aspects of the database (that is the developer's role), Administrator's sometimes need to get involved if certain requirements are to be fulfilled and accurate results extrapolated.

There are several different training courses and certifications for the student of Human Resources. Whether you're looking to join the profession as a graduate, or wish to train alongside working in the industry, you should research into membership of the CIPD (Chartered Institute of Personnel and Development). Commercial colleges will be able to recommend which CIPD qualifications you should train for. They will be able to talk you through the right structure and membership route.
Information Systems Management
Information Systems Managers look after all the computer systems within a company. In real terms they need budgeting skills; an understanding of hardware and software needs; an understanding of licence, server, security and storage requirements and the ability to manage change. All national and multi-national corporations need their own Information Systems Managers. Smaller organisations will bring them in at strategic times.
Reaching this position will take many years in industry working up the career ladder in one aspect of IT or another. Management training will also have been a necessity.

You will most certainly be expected to have a complete understanding of Microsoft's Operating Systems, along with technical proficiency in SQL. Building a senior career path takes time. Complement your employment experience with additional skills training programs, and you will prepare yourself for management.
